Written Program PlanWritten Program Plan
Each core program that applies for CARF accreditation must have a written description of its services that describes and guides the service delivery system.

Diversion Control PlanDiversion Control Plan
All opioid treatment programs (OTPs) should have diversion control practices in place to prevent or reduce the possibility of methadone or LAAM being diverted from the program by either staff members or clients. This plan is a requirement from the Center for Substance Abuse Treatment (CSAT) guidelines and the new Federal regulations in CSAT Guidelines for the Accreditation of Opioid Treatment Programs, 66 FR 4076; January 17, 2001.

Community Relations PlanCommunity Relations Plan
Each OTP has a written Community Relations Plan that addresses community education about substance abuse, identifies a staff member for community activities, includes procedures to resolve community relations problems, and requires evidence of all licenses, certifications, and accreditations to be prominently displayed in the building.

Crisis Intervention ServicesCrisis Intervention Services
All programs must provide crisis intervention services for their clients both during and after program operating hours.

Emergency Administration of MedicationsEmergency Administration of Medications
All opioid treatment programs shall have written policies and procedures to describe how they provide emergency administration of medications

Drug Screening Procedures and Toxicological AnalysisDrug Screening Procedures and Toxicological Analysis
Every client receiving methadone treatment is required to submit a urine specimen for drug screening on a schedule consistent with state and Federal regulations. Drug screening procedures for methadone clients should be utilized as a treatment tool with a frequency that is appropriate to individual clients and adheres to state and Federal guidelines. Drug screening is conducted in a respectful manner to clients, utilizing safe medical practices, and is done in such a manner as to minimize false results. Analysis of results should occur and be shared with clients. Drug testing is not a sole means to treatment decision-making.
