Ideally, all performance improvement projects start with a baseline established by the measurement outcomes. If there are no data available or there is no baseline performance established for the process under study, the team will identify the key data elements necessary to effectively evaluate the performance of the process. Once such data have been collected, the team will undertake the process of analysis.

Important questions to be answered in this step include:

  1. Who are the customers?
  2. What are their needs?
  3. Should boundaries be defined?
  4. What is the actual flow of the process?
  5. Is there needless complexity/redundancy?
  6. What are the outcomes/best ways for process to work?
