Objective analysis of the data, achieved through the use of statistical process control techniques, will be conducted by the team. The identification of the root cause(s) of the problem will be the goal. The team will utilize formal tools such as cause-and-effect diagrams, Pareto diagramming, or nominal group techniques for identifying root causes and setting priorities for decisionmaking.

Important questions to be answered in this step include:

  1. What are the major causes of variation or poor quality?
  2. Which key characteristics are measurable?
  3. What ... who ... where ... when ... how will data be collected?
  4. Do the data reflect common or special cause variations?
  5. Which causes of variation can we change to improve the process?
